How Do God’s Will and the Election Process Coincide?

Many well-meaning Christians, and even ministers, have misappropriated the sovereignty of God doctrine. In regard to elections and leadership, they reference the Scripture from Romans 13:1b that reads, “For there is no authority except from God, and the authorities that exist are appointed by God.”

They conclude and teach that whomever is elected is appointed by God’s will. But is this true?

Has every leader we have ever known been appointed or chosen by God?

If we know God has given man a free will to choose, does this include those we elect as leaders?
